The Challenge

Cushman & Wakefield were instructed as the lead commercial advisor on the department’s asset management plan. This involved analysing opportunities to rationalise the administrative estate, develop the Outline Business Cases (OBC) (versions 1-3 reflecting varying operational drivers) and Full Business Case (FBC) for the Birmingham Hub (HMT, five case compliant format).

The Solution

Cushman & Wakefield liaised with regional property managers and sub-portfolio leads to build a central log of portfolio intelligence. We combined market intelligence and knowledge of best practice to inform debate about potential consolidation options, demonstrating opportunities to challenge the status quo across multiple business lines located within close proximity.

Cushman & Wakefield’s structured approach to analysis and clear reporting style enabled multiple stakeholders to review potential projects. Our building evaluation tool enabled stakeholders to review short-listed buildings on the market, comparing key attributes (e.g. fitness for purpose, tenure/ terms, deliverability/ risks), against agreed criteria and weightings.


The creation of our financial modelling (economic and financial case) for the Birmingham Hub project enabled the team to be flexible, to alter key planning parameters as operational drivers and budgetary allocations, which repeatedly changed over the course of the project.

  • Asset Strategy – providing a framework to re-shape the portfolio
  • Opportunity Log / Project List – identifying a raft of potential projects
  • Outline and Full Business Cases (HMT 5 case compliant format) – to enable the team to obtain internal (ExCo) and external sign-off (GPU).
